Description
GCSA LLC desires to retain the services of a professional roofing firm to manage the roof repairs and replacement at 3005 Lenora Church Rd, Building C, Snellville, GA 30078. To qualify for consideration, a firm must be prepared to provide the expertise, resources, and personnel experience in project planning, cost management, project control, value-engineering analysis, scheduling, and quality assurance throughout the planning and construction phases of the project. The firm must provide qualifications that demonstrate its ability, through successful completion of comparable projects, to perform a project of this scope and under a fast-track timeline.
GCSA LLC is seeking proposals from qualified roofing contractors to address the roofing needs at its facility located at 3005 Lenora Church Road. The property includes two buildings, B and C. The following information pertains specifically to Building C. Bidders are requested to submit two solutions for consideration:
- A long-term solution that prioritizes durability, full system replacement, and extended warranty coverage
- A short-term solution that addresses current needs in a cost-effective manner, aimed at extending the life of the existing roof
Estimates have been previously obtained for a TPO retrofit system and a silicone coating system; however, GCSA LLC remains open to alternative approaches and solutions proposed by bidders that meet the intent of long-term performance and/or interim roof life extension. All proposals will be evaluated based on quality, durability, cost-effectiveness, and suitability for the facility’s operational needs.
The anticipated scope of services will include, but is not limited to, the following elements drawn from the existing estimates:
Long-Term Solution (Example: TPO Retrofit System)
- Prepare the site and remove excess debris
- Install new flute fill insulation
- Mechanically attach the coverboard over the entire roof area
- Install a new TPO membrane roofing system over approximately 147.5 squares
- Clean and weld all seams, patch joints, flash curbs, and seal all penetrations
- Install coverboard and TPO up and over parapets (approx. 16 squares)
- Remove and replace approximately 400 linear feet of internal gutter system, including wall panel restoration
- Remove and replace approximately 400 linear feet of coping
- Install approximately 134 linear feet of flashing
- Provide necessary equipment (e.g., forklift)
- Provide a dumpster, haul off debris, and maintain site cleanliness
- Provide manufacturer-backed warranty (minimum 20–25 years preferred)
Short-Term Solution (Example: Silicone Coating System)
- Blow off and pressure wash entire roof surface (approx. 150 squares)
- Allow sufficient drying time before coating application
- Apply detailed coating around penetrations and exposed fasteners
- Apply Poly-glass silicone coating across the full roof surface
- Remove and replace approximately 400 linear feet of internal gutter system, including sealing and wall panel restoration
- Haul off debris and ensure full site cleanup
- Provide labor or limited manufacturer warranty (minimum 5 years preferred)
Additional Scope – Add Alternate for Building B Roof
The primary scope of this RFP is to address the roofing needs of Building C, which has been assessed and requires repair or replacement as part of the base bid.
However, bidders are also advised that an additional roof located at 3005 Lenora Church Rd, Building B, with an estimated area of approximately 6,771 square feet, must be evaluated during the mandatory site visit. Although this roof has not yet been formally assessed, it may be included in the overall project scope depending on condition, urgency, and available funding.
Accordingly, bidders are required to include an add-alternate line item in their proposals for Building B. This alternate should provide both short-term and long-term solution options consistent with those proposed for Building C.
On the day of the mandatory walkthrough, access will be provided to both Building C and Building B to allow bidders to assess existing conditions and gather information necessary to prepare a complete proposal. Final inclusion of Building B in the scope of work will be determined based on proposals received, building condition, and budget feasibility.
PROPOSAL REQUIREMENTS
Bidders should submit proposals that clearly present both short-term and long-term options. Each submission should include:
- A detailed scope of work
- Specifications for all proposed materials and systems
- A comprehensive project schedule, including:
- Anticipated start and completion dates
- Material procurement lead times and delivery schedules
- Final completion timeline, including any closeout or punch list activities
- Warranty terms and coverage (labor and materials)
- Total estimated cost for each solution
- Qualifications, relevant project experience, and references
SCOPE AND STYLE OF SERVICES TO BE PERFORMED
In issuing the RFP, GCSA LLC intends that the successful firm accept the following stipulations:
- Provide performance and material, and labor payment bonds in the amount of 100% of the GMP
pursuant to O.C.G.A. 36-91-40, et. seq. - Inclusion of a Bid-Bond with the proposal pursuant to O.C.G.A. 36-91-50, et. seq.
- Bid responses must be accompanied by a bid bond made payable to the GCSA LLC, in the amount equal to five (5) percent of the bid price. (Certified Checks Not Acceptable.) The successful bidder will be required to furnish a Performance Bond and a Payment Bond acceptable to the GCSA LLC in an amount equal to 100 percent of the contract price and executed by a Surety Company licensed to do business in the State of Georgia and listed in the Department of the Treasury Circular 570, latest edition. The Surety Company shall have an A.M. Best Company minimum rating of “A-” with a financial size of VII “7” or better. Bonds must be accompanied by a letter stating the bonding company’s current rating for verification before acceptance by the Owner and execution of the formal Owner/Contractor agreement.
- Bonding of Subcontractors: Include in the Base Bid, Performance and Labor and Materials Payment Bonds, each in 100% of the subcontract sum, for each Subcontractor having a contract of $50,000.00 or more for roofing as required by the General Conditions.
- Contractor and Subcontractors shall require the Attorney-in-Fact who executes bonds on behalf of sureties to attach a certified, current copy of his/her Power of Attorney.
- A mandatory pre-bid conference will be held at 3005 Lenora Church Rd, Snellville, GA 30078 on 07/10/2025. Only interested contractors/subcontractors shall attend the meeting. Attendance at this pre-bid conference is a mandatory prerequisite to submitting a bid. Please confirm your attendance by adding your information to this attendance sheet by 07/09/2025.
- A representative from your company is required to visit the site to confirm conditions before submitting a bid.
SELECTION OF FIRM
The services being sought under the RFP are considered professional in nature. Consequently, the evaluation of the proposals will be based upon consideration of the demonstrated qualifications and capabilities of the proposers, which result in an award that is in the best interest of GCSA LLC.
Selection criteria to be considered in the evaluation include:
- Qualifications of the persons designated to form the proposer’s staff for the services required under the RFP.
- Experience working on similar projects
- Demonstrate continuous business operations for a period of not less than five (5) years.
- Provide qualifications to conduct business in the State of Georgia.
- Demonstrate bonding capacity for 100% of the total estimated construction value of the project.
- Pricing for the project (inclusive of all fees to be incurred)
- Schedule for completion of the project
Evaluations and selection will be performed by a committee. Following completion of the initial evaluations, if deemed necessary by the committee, a short-list of candidates may be invited for an interview with the Evaluation Committee.
After full evaluation, the committee will identify the firm it will recommend based on the information contained in the proposal and interviews, if needed. The committee will base its final selection on what it considers to be most advantageous to GCSA LLC. Final fees, expenses, and reimbursables will be negotiated with the selected firm upon selection. If negotiations fail, the second-ranked firm will be considered. GCSA LLC reserves the right to accept or reject any and all proposals in response to this RFP.
